WHAT WERE THEY THINKING ???? City (Lorain and Schools) Heard of consequences???

This has been a rough week in the city of Lorain- the thought processes seem to have become discombobulated. What started off as possibly “good ideas and with good intentions”- caused angst, chagrin, anger, media posturing and distrust from those that are paying the piper ( the tax payer) and has caused “thatwoman” to have “What were they thinking or were they moments”

First up the City vs the Schools and the meetings that confused and “riff’d ” a relationship.

Following hot on the heels of that “storm in more than a tea-cup” came Lorain’s New Safety/ Service Director Robert Fowler enacting the “Lorain Sick Abuse Policy” -

This new policy ( although we can agree as taxpayers the abuse of sick time should not be tolerated- the cure is as bad as the disease)

Now this little inconsequential blog and this particular Lorain – nut job’s “ opinion ( Mine) really won’t make much of a difference in the world of “not thinking through the consequences of ones actions”. In the F word of Futility world where I now reside, I did react to the fact that is “well thought out???” NOT!!! policy had allowed Lorain a spot on the “nationaL news circuit”. Bravo!!!! there is no such thing as “bad publicity ” maybe this is a new marketing ploy to get Lorain on the map! One can only hope there is a “plan” -

The City of Lorain is on blast this week after checking on workers who ‘call in sick.’

This, after the city started using a nurse to knock on the doors of sick employees, checking to see if employees are abusing sick time on the city’s dime.

The Lorain Police Department Union just sent a scathing letter to the city because employees weren’t notified of the new policy. The department made the discovery after a nurse showed up on a sick dispatcher’s door step. The worker was so upset by the surprise visit, she began to cry.

The union claims the new policy is in clear violation of their privacy. “They are totally not trusting us. They give us a gun and badge, but yet they are going to send a nurse to our house to take our temperature and blood pressure. It’s uncalled for” say LPD employee Kyle Gelenius.

City officials say the nurse visits began after they noticed a pattern develop in some departments over sick time abuse.

Now, it appears the city will be rethinking the knock on the door and will sit down with unions in the city to discuss it.

“We are a new administration, and we are going through some growing pains. Unfortunately, this is one of them. We will work through it, hopefully we have the best services for the citizens of Lorain, and we will go from there” says Derek Feuerstein with the City of Lorain

Now if that wasn’t bad enough we then have to go back to Lorain City schools and the fact they once again made front page for their meetings – was it and “agenda meeting” or whose agenda??? ;)

Did not Mr. Williams the Board of Education President learn anything from his trip of “meetings called ” that was a levy wasn’t a levy meeting only to send out the following email :

Dr. Branham, Dale Weber, Bill Sturgill, Tony Giardini, Tim Williams
I am requesting the 5 of us meet at 5:00pm for a 30 min. meeting in Dr. Branham’s conference room.
Additionally I am requesting Mr. Giardini be present at our meeting. We will define our meetings not the public perceptions.
We are on the same team and will be expected to perform as such. The boards legal council is clearly defined and has not been changed. That is The Law Firm of Mr. Giardini. Our Supt. is Dr Branham. Any and all discussion of this topic should be among the board not the public nor the media. I am also requesting we temporarily suspend all communication to the media except through formal press release. This is simply a request and is open for discussion. If needed we can discuss everything in public and I do mean everything. There are no victims here. We signed up for this. If there is a battle we all lose. There is no moral high ground for any one of us to take. Every one of are involved in the politics of this school district and this city. That’s our job. There are plenty of examples to be cited. If there are any concerns, objections or conflicts to this 5:00 o’clock meeting please let me know.

Now maybe not an explosive email in and of itself but on the heels of what occurred during the week previously….. can one blame Mr. Smith for drawing attention to the “lacking of open leadership”

At the start of every school board meeting the Pledge of Allegiance is recited. The following words are part of that Pledge; “and to the Republic for which it stands”. In a Democratic Republic the public elects individuals to represent them at all levels of government. That includes members of the Lorain City Schools Board of Education. I believe that the citizens of Lorain deserve to know the facts and I will continue providing those facts.

Do some school board members believe that the board will determine what the public, and the media, should know? I certainly do not. To hold meetings and hide conversations from the public defeats the very purpose of the 1st Amendment to our constitution, “Freedom of Speech”

This amendment also guarantees “Freedom of the Press” to protect the right of every citizen to be fully informed. While the purpose of the meeting in question probably did not break the law, I believe it broke the spirit of the law.

In closing, I am happy to inform the public of what I learned on Thursday. Plans for the new Lorain High School Urban Learning Campus are moving forward. By sometime in August the architects hope to unveil the initial drawings of the building for public inspection. The building will stand on the site of the present high school.

Please THINK of the consequences of one’s actions – before you go tramping around in the corridors of power – we can’t afford any more lawsuits, mythering, bad publicity , angst and division of community . You see all of the above are supposed to be representing ME the taxpayer- the voter – the nut job and I want more THOUGHT put into the “Thought Process”

    I didnt think building a high school with a service center is what the Mayor meant when running for office this from his website:
    •My administration will dedicate its energy to restoring recreation programming by working with the schools to establish shared-facility agreements for activities,
    I didn’t know raising my income tax for road work is what he meant by this on his website:
    •First, an analysis of personnel needs, staffing levels, and crew size on our roadway crew will occur under a Ritenauer Administration. Next, an analysis and investment in new technology to fix roadways will occur. Continuing to use old methods of fixing roadways is proving to be futile. This ranges from looking at how we salt roadways, how we fill potholes, and how we repair roadways. New ways of doing each of these things are available and have been proven to work better in other communities…
    Nope I didnt read increase my taxes
    But I will be sure to vote yes when I am assured that Mr.Fowler the well paid director as well as our Human Resource director Mr.Smith, and that $60,000 a year secretary of the mayor all vote for that increase. Or can you vote on tax increases for Lorain in Strongsville, Avon Lake, or Olmstead Falls?

    WHile Fowler has that nurse checking on the blood pressure and temperature of city employees maybe Mr.Fowler should drive that nurse to the home of the US Steel employees and some World War 2 veterans and check the BP and Temps of those people as he rides up in his Honda.
    His office overlooks the birthplace of the Fleet Admiral of the Pacific in WW2, and has two bridges named after war heroes in the Pacific and he shows up to work in a Honda.
    This in a city that honors their war heroes and respects its war veterans.

    Haven’t you read the papers and the comments lately re: how the public is perceiving things? We ask for transparency…and you again pull your shananaginns. That meeting should have been in open public…and not with this so called Schools attorney., Why…why no press? What the hell is going on with this board?

    Here’s an idea….why don’t you and the city administration all just car pool….all of you together…save the tax payers money…and when we see you coming…we’ll make sure our Insurance is paid up….just incase there is another wreck on the way….as i am sure there is a rearend collision coming. oh yes…it is always better to see when driving when the blinders are off…or maybe your windows are just to steamed up from all the hot air breathing on one another.

    Mr. strugill…get a spine man…perhaps you have too many family members in the school system…to do your job effectively…

    It’s amazing how things continually play out in Lorain. Everyone wants to be the one in charge and forget about anything but what they want for themselves.

    If only is about the only phrase that we can hope will play out. If only they would act as responsible leaders. Leaders lead, not dictate. They work together for a common good, not personal grandisement. They treat the employees as part of the “team” not children that need monitoring. If there is suspected abuse of sick leave, then those should be checked. This is such a pitiful situation all the way around.

    Leaders, get a grip and lead. Leaders who have a vested interest in the community they work FOR are the ones we need, not commuters.

    I watched the TV news when the sick time abuse story was running. It stated that last year in June that there was 42 incidents of firefighters calling off sick. This year so far there was one.

    The public lives in the dark some times. The story should have read that there was a problem with some city employees abusing sick time and the administration dealt with it. That is what we elected them to do.

    There are a ton of other issues that our city is dealing with and if you expect the person that we elected to negotiate every one of the problems away, the city should have elected a mediator.

    Just last week I read in the papers where some city employees were cutting grass at Streator Park and went off to lunch leaving their movers behind. Had the employees treated the equipment like it was their own, they may have left one person behind to watch the equipment, or even went as far as taking the keys out of them, but when there are issues and problems with employees, someone has to deal with them. That is how the system works everywhere in the United States except here in Lorain.

    Brian the sick time policy ( talking of in the dark) was relaxed under Foltin – one of the reasons as too many were selling back loads sick time when leaving.making the bttom line look bad…..

    1. my understanding is that this administration according to reports tightened up on the sick time without telling the rank and file- so two administrations dealt with sick time one way and then ( read the statement in the Channel 8 report in the post)

What kind of a situation is the city putting the nurse in??? come on that is a bit extreme .the big stick being whacked by wally…

    All the dept heads know who is abusing sick time .lets have a chat….. this was not “leadership” this was a power trip …. just like the removing of the detective car….. ridiculous this is not what I expect from my taxes AND whislt we are on the subject sorry I really like Mr. Feuerstein BUT

    OK now as I see this you either let me in your house , which flies pretty close to the 4th amendment or I will use the intimidation tactic of taking away your job………… now maybe Ford or the steel plant or corporate America can apply that thinking BUT Brian this is tax payers money and “GOVERNMENT there are other legal restrictions on what government can do and especially in the name of th taxpayer. intimidation which I believe this also flies pretty damn close to one of them they are NOT allowed to carry out…….

    No this sick time abuse should have been handled differently in my opinion…..

    as for lawn mowers damne shame that you can’t get off a lawnmower in the middle of the day lock it up and go for lunch in a neighborhood without it being stolen , or doors off of mauseleums…. that is a societal problem in Lorain….

    You said “the department heads know who is abusing sick time”, and my tax dollars pay the department heads just as much as the nurse, and the employee that calls off sick sooooo?????

    The question is “was sick time abuse tolorated or overlooked” ???? I am going to go back to the story that I heard on the TV. Firefighters work 24 hour shifts and 42 times in June of last year they called off sick.

    Since staffing levels have been so low, whoever comes in to cover that shift is getting paid time and a half. That is 1008 hours of paid overtime. Let’s assume that it costs the city 60 bucks an hour between the hourly rate and bennies before overtime, so the city is not only paying the employees that called in sick $60,000.00 in payroll, it is costing the city an additional $90,000.00 to cover their shifts JUST FOR ONE MONTH. At that rate, it costs the city an additional MILLION DOLLARS A YEAR to pay for sick time. That is one hell of a benefit!!!!!!!!!!!!!!!!!!!

    That $90,000.00 for just one month could pay for new roofs on firestations, maintaining existing equipment, or even additional firefighters and no way in hell could any other business be run that way BUT…

    What other city services couls be provided to the taxpayers with a million dollars? That pays for a pretty substancial parks department all by itself or could be used for roadway repairs. The “untold” story here is that when the federal govt gave Lorain 1.7 million dollars for staffing the fire dept, this is just my opinion, it was a meant help our city but instead it was spent to enrich city employees.

    Just like the feds gave community development money to tear down houses, there were rules to be able to use the money. I also believe that the feds may be looking at other funds that the city has received and I the taxpayer sure don’t want to be on the hook for having to pay back 1.7 million dollars because it was spent improperly.

    The city and all city employees have been put on notice by the federal govt. It is just that the taxpayers, like you and me, haven’t a clue what they are looking into, but I would have to assume that the city knows.

    Brian I know I am being silly in assuming but I assumed that those in charge in the various depts know when there is an individual who seems to be off sick more than the average..

    Ok what I am saying is that the chain of command should have been a dept head looking at those numbers and calling in the employee …. and again “what was the policy being enforced by the administration…..

    did taking a day off under Foltin or Krasienko fall within the realm of “OK” and then NOT OK by the Ritenauer administration and then NOT communicationg that “change”.

    OK now your figures and I am not arguing with the math you are paying for the sick time ( as per Foltin’s take on this ) anyway ….now you can pay for it when an employee is working or you can pay out the lump sum at the end of their employment…….

    I am not arguing whether of not the policy is right or wrong.

    my husband as you know worked for the city had many many many hours of sick time built up and also donated some of those sick time hours to employes with catastrophic illness who ran out of their own hours……. but when he had to have the open heart surgery was off for many weeks and he needed those built up sick days….. had he abused the sick time policy ( which he didn’t) those days would not have been available and then he would have wished he had them….. so in the end the abuse of the benefit may very well come back to haunt those that abuse in another way..

    Again I am NOT defending the sick day benefit or the right for the “new ” administration to set a standard

    If there is a problem with this city benefit then have it cahnged during the next round of contract negotiations

    I think the way this was done brought this community once again into polarization, ill feelings, poor publicity and mythering and over reaction by an individual who quite frankly should have known better in my humble opinion…. arrogance doesn’t always assume one is confident in one’s ability or inspire confidence in others :)

    This is not just peculiar to Lorain as a society we are going backwards……community standards are set by the community ……….. we are experiencing those lower standards in this community …….. I can’t change selfishness, playing the system and putting that above the what people know is right or wrong.if I could my son would not be in a toxic cemetery not of his family ………

    i get zero sick days…most places only ALLOW 3 days….that is neither here or there..

    .i do support change with the sick time policy or lack of…I support the message..just not the delivery.aslo…one would not have to let anyone inside their home…and hipa..would prevent any nurse from disclosing any patient info no?

    As far as the mower…Mr. Fowler was wanting to talk to me about if I had seen anything…..well…i see plenty in this hood…but i missed that one. I have been complaing about what goes on here….but no….no one listens…now it bitem in the ass…but i will still keep my eyes out for a city mower…it is more than likely in the hood, if it has not been strippee yet.

    The chronicle called Jim smith last night…so there should be another story in the c t today…maybe a good time to put up letter with the latest story.

    And it seems ( and you know there is going to be a post on this LEA policy set as evidenced in the morning journal talking about community standards seems the housing is also set by the “condition of the neighborhood……. Kent Sutton owner of 77 rentals in Lorain

    We simply assure housing providers that they are running a business not like any other business,” Sutton said. “The housing should be kept up to some condition of the neighborhood.”

    Brian, LFD recieves “0″ overtime for shift employees. Only OT that is recieved by LFD is for fill-ins for fire calls. The employee is being paid for either being there or off sick but noone is being paid overtime for that person.

    When someone calls in sick, doesn’t someone have to come in and “fill in”?

    I find it somewhat confusing that you cried out for thinking outside the box and wanting accountability and what the administration is doing is making people accountable to the taxpayers for things they are getting paid for.

    It seems like you are trying to negate a fairly out of the box way to make employees accountable for a sick time benefit that they receive.

    I know you support the administration and quite frankly I hope they can find a way to solve Lorain’s problem but if I wanted jack boot mentality I would revist history and see how that worked out for the masses in Europe. We need Lorains problem solved not added to……

    Oh and buying foreign goods will depend upon your age- I am driving a Ford out of loyalty to my daughter and her family but I really loved the Mercedes for the same price BUT my mother who was bombed twice by the Germans had her mother straffed by the Luftwaffe would refuse to ride in it :) also my uncle wouldn’t tolerate anything Japanese in his home he would starve before he would allow it but can you blame him he was tortured and in one of their prison of war camps…. so it may be an “age” thing when it comes to certain products now eaten up by we of the younger generation and out children……… of course the cold war may strange bedfellow with the Allies and the Nazi’s didn’t they ? How is that for out the box thinking didn’t make it right though did it.?

    It’s not about WHAT was done but HOW it was done.
    To show up on someone’s front porch to implement/enforce a new policy that only the policymakers knew about was just wrong.
    You have to let people know what they are going to be held accountable for before you make them so.

    This “house call” would be like LPD showing up at your house to cite you for the stolen mower. Oh, sorry, didn’t you know? New policy. Since you were working in that neighborhood that day, it was your responsibility as a taxpayer to keep an eye on those mowers during the city workers’ lunchtime. Since you failed to do so, you’re being held accountable for the stolen one. Goes for you too, Denise. We gotta make an example out of somebody so people learn. A little public humiliation goes a long way. /sarcasm

    Where in my posts on this blog do I mention anything about foriegn products? You and Lisa have twisted the whole point of my point into like I should compare this to the police coming to my door? WTF?

    I don’t work for the city. I don’t go to council meetings or hang out with ANY politicos, so guess what? No one from the city better be knocking at my door. HOWEVER, I believe that if a city employee is getting paid by my tax dollars to be sick and sitting at home, that persons ass better be sitting at home and not playing golf, taking a extended weekend, or working a second job as long as I the taxpayer am paying for that persons time not to be working!

    Do you want me to believe that certain departments don’t have problems with sick time abuse? It’s been going on for years and I don’t care who Vivian Alexander is, or what the folks in Europe think because none of that is anything that can be changed now. I quit living in the past years ago.

    I agree with you Loraine that the school shit was exactly that, shit. I pretty much gave up on that lost cause. Everything they do and say sort of goes in one ear, and out the other. Some of the stuff they did in the past made me chuckle a little, now it just makes me sick at what idiots they are. I just want the state to come in and the next person who tells me things are going to be worse when that happens I will just shrug my shoulders and say, its not my problem.

    They tell me my property value is going to be worse when that happens, guess what, I don’t own shit anymore because it wasn’t worth shit to start with.

    I am not trapped by this city and I get out of it often and see much clearer how disfunctional Lorain really is. Most of the people here are nice and I am not judging anyone who cares about the city, but holy cow, our city, yes I said our city because I still live here, is FUCKED UP! I am done ranting for now. The sick time issue is a matter of policy set by previous administration and now tweeked by this administration and it is the WAY it was handled with jack boot mentality in my opinion that I object to – you were the one that accused me of wanting them to think out of the box and then not liking their thinking and I think they screwed up a lot this week and this is one issue where it could’ve opened a Pandora’s Box……. and I am entitled to my opinion ( at the moment at least) .

    you and others may find that acceptable with a nurse coming to your door to check up on the inmates being home.I think it is over the top, demening and opening up this city to further litigation.

    first Giardini…now Fowler….are helping make him look like a horse’s ass….who will be next,,…actually quite convienent thou…throw something out there…get the publics reaction…if it is not positive….just blame the right person….i like it!…

    (what i do like is that he does not micro manage)….but…..

    He is not getting any help in this at all; this is all the youthful Mayor’s doings.
    Last week he was fine sitting in front of all the television cameras taking in all the accolades while he thought that this was a good thing. Now that he is getting pushback, he is passing the blame on to others. I don’t believe for a moment that this recent attack on workers did not have his blessings He was attempting to ride on the recent events in Cleveland with their firefighters and gain some press time. Good leaders don’t pass along blame; they take responsibility for the actions of those that they chose to work for them. This is twice now Mayor. You promised more, anyone can pass along a tax increase; anyone can pick a fight with employees and take it to the media playing into recent events. Stand tall, pull up your big boy pants and put on your big boy face and lead. Quit passing the blame. Spend more time with developers, business leaders, and job creators, not chasing down votes with some populace stance.
    And while you are at it, try and find someone who has a vested interest in our community.

    Just a note re” school board meeting…it now appears that MR. STURGILL…will be taking his family vacation at the time of the scheduled board meeting ..which was 28th of june..

    .(gee it seems like only yesterday that a certain Biber,,,Morart? did his family vacation ..(.oh.. thats right..he was seperated from his wife…but they were taking their vacation when he was to be before the BOelection re: residency..so we had to move it)…so now this board meeting is to my understanding going to be held on tues the 26th..at 6:30 at Charleston…

    .i am most convinced now..that mr. stirgill is more in favor of enriching the laywers pockets..rather than enriching the childrens future.

    We can by law use the law director of Lorain..according to the revised code…we would be using at no cost…and when the time need be to use an atty for something special..they could bid it out…and take the lowest most qualified bid…( a legal opinion to confrim that).

    .I do not say this because “Billy” is taking a vacation…but because I have said it all before.
